England’s water: the world’s piggy bank

England is one of the few countries in the world where water is fully owned by private companies. These companies answer to investors based thousands of miles away from their customers.

“What we have here is just a crazy system,” said Kate Bayliss, from the department of economics at SOAS University of London and author of several papers on England’s privatised water. “We are managing our water in the interests of offshore investors.”

The 2010 Order provides for the following types of civil sanction:

  • Fixed monetary penalties
  • Variable monetary penalties (capped at £250,000)
  • Compliance notices
  • Restoration notices
  • Stop notices
  • Enforcement undertakings
  • Third-party undertakings

Of the selected global cities shown, many of the lowest tap water prices are in Asian cities. Riyadh, Saudi Arabia had the lowest average tap water price in 2021, at just 0.04 U.S. dollars per cubic meter.

The Egyptian capital of Cairo had the second lowest water price, where 1,000 liters of tap water cost 0.08 U.S. dollars. The northern Italian city of Milan has one of the lowest tap water prices in Europe at 0.49 U.S. dollars per cubic meter.
